Stop and Frisk has been declared an unconstitutional procedure in NYC.  Mayor Bloomberg and police chief Ray Kelly say it is responsible for the low crime rate, however, there is no direct proof linking it to the drop in crime.  Other cities, some without a practice like Stop and Frisk, have experienced a lowering of the crime rate, also.  Click on the link, above, for the Power Panel discussion on WNBC-TV.
